Position Summary:

Reporting to the Director, Regional Clinic Operations, under the mandate of Federally Qualified Health Centers (FQHC), the Clinic Services Manager (CSM) is accountable for the effective and efficient day-to-day operation of the assigned Clinic regarding patient satisfaction, business, and financial matters. Responsibilities include ensuring the quality management of care delivery to patients and families, managing and directing staff, overseeing the service delivery, budget and implementation of operational plans. The position is responsible for providing leadership and promoting the strategic direction and goals of the organization by applying and evaluating standards, policies, practices, and procedures to the patient care services.

 

Essential Functions of the Job:

  • Creates an effective partnership with their respective Medical Director to help develop, implement and champion approved operational strategies within their clinic.
  • Leverages the partnership with the Medical Director to jointly provide engaged clinic leadership that builds positive provider and staff relationships, maximizes efficiency, achieves expected productivity, and provides a high-quality patient experience.
  • Ensures the assigned clinic(s) operate in a state of continuous HRSA and CDPH audit-readiness and in accordance with SYHealth’s standards, policies and procedures, and other city, county, state, and federal regulations.
  • Oversees the operating condition and appearance of their assigned clinic site(s), prioritizing a safe, secure, and legal work environment for staff assigned to their respective clinic(s).
  • Accomplishes results by utilizing professional communication skills and practices that support job planning, monitoring, and evaluation.  Uses their management skills to effectively provide coaching, counseling, and course corrective (if required) that enforces systems, policies, procedures, and other standards that support the operation of their assigned clinic site(s). 
  • Establishes collaborative working relationships with other departmental leaders to ensure all clinic staff perform in a manner consistent with the Mission of San Ysidro Health and our organizational strategic goals.
  • Demonstrates ownership of clinic specific quality goals for their assigned site.  Supports the improvement of metrics by developing, implementing, and monitoring related quality improvement activities.
  • Collaborates with their site Medical Director(s) and other operational leaders in the preparation of annual clinic budget(s).  Conducts ongoing monthly financial reviews for budget compliance and monitoring expenditures, presenting sound recommendations to Operations Leadership for necessary improvements.
  • Monitors appointment schedules on a weekly basis to ensure 95% utilization of available access is achieved.  Pro-actively communicates with the site Medical Director and other internal stakeholders when unused slots are identified to ensure scheduling gaps are minimized.
  • Represents Clinic Operations on at least one organization-wide Operations, Finance, or Quality committee/initiative. Attends other meetings as assigned by their Regional Operations Director.
  • Oversees clinic site patient satisfaction; continuously assessing patient throughput and handling patient correspondence, complaints, inquiries, and serving as an on-site resource to address and mitigate any patient grievances.
  • Participates with the SYHealth Facility, Infection Control, and Environment of Care teams in the annual inspections, audits, and drills required to meet regulatory standards. 
  • Is well-versed in the intricacies and processes of the Patient Service & Eligibility department.  This includes the compliant administration of the SYH Sliding-Fee Program and the management of assigned Patient Service and Eligibility Staff and Supervisor(s).
  • Supports staff retention by ensuring effective processes for the recruitment, selection, orientation, and training of assigned employees.

 

Additional Duties and Responsibilities:

 

  • Leads necessary Health plan audits for their respective site(s).  Monitoring and reporting the status of clinic operational licensing and certifications status.
  • Enhances professional growth and development through participation in educational programs, current literature, in-service meetings, and workshops.
  • Reviews/amends necessary/assigned clinic policies on an annual basis.
  • Provides Quarterly Productivity assessments for assigned clinic(s) to their Regional Operations Director.  Offers sound and valid recommendations for any areas of improvement identified.
  • Champions teambuilding and other appropriate celebratory events for the clinic.

 

Job Requirements


Experience Required:

  • 1-2 years as a clinic manager, administrator or leader in ambulatory health center, community health clinic, or relevant experience.
  • Preferred: 3 years as a clinic manager or administrator in ambulatory health center or community health clinic.

 

Education Required:

  • Bachelor’s Degree in Business Administration or related field.
  • Preferred: Master’s Degree in Business Management, Administration or related field.

 

Verbal and Written Skills Required to Perform the Job:

  • Excellent verbal, written, and interpersonal skills; strong presentation skills as well as comfort and competence with public speaking.

 

Technical Knowledge and Skills Required to Perform the Job:

  • Strong knowledge of management principles and practice.
  • Good organizational and analytical skills.
  • Ability to prioritize; ability to coordinate a high level of activity under a variety of conditions and constraints.

 

Equipment Used:

  • General office Equipment to include Personal Computer, Phones, Fax, etc.

 

Working Conditions and Physical Requirements:

  • Prolonged periods of sitting, and constant walking and standing. Occasional travel required.
  • May be required to work evenings and on weekends and attend meetings outside of regular working hours.

 

Universal Requirements:

Pre-employment requirements include I-9, physical, positive background and reference check results, complete application, new hire orientation, pre-employment PPDs. Compliance with all mandated vaccinations and all boosters is a term and condition of employment.
