POSITION SUMMARY
The Compliance & Quality Officer (CQO), under the direction of the Divisional Compliance and Quality Officer, is responsible for the implementation of Sequel’s Compliance & Quality Program at the program level. The CQO monitors and alerts corporate leadership and program leadership regarding compliance and quality issues and executes assigned tasks from corporate Compliance & Quality to ensure the program’s full implementation of Sequel’s Compliance & Quality Program. The CQO works closely with the Executive Director and program management to ensure that the program meets regulatory requirements and provides high quality services to the program’s clients.

ESSENTIAL FUNCTION Statement(s)
- Provide guidance for the program’s compliance and quality program structure, and work diligently to foster a culture and climate of sensitivity to ethical, compliant, and high quality behavior within the program.
- Leverage available resources to manage the compliance and quality program, and communicate needs for additional resources to the Divisional Compliance & Quality Officer and Executive Director.
- Collect and report to Divisional Compliance & Quality Officer and Executive Director on structure, process, and outcome measure of compliance and quality program effectiveness.
- Monitor changes in regulatory and accreditation standards which impact the business, and communicate changes to Divisional Compliance & Quality Officer, Executive Director, program leadership.
- Coordinate and monitor employee training regarding compliance with laws, regulation, and policies as indicated in the Quality, Compliance, and Education and Training Plan.
- Support monitoring and auditing procedures across departments, conduct validation audits, and report results to the Divisional Compliance & Quality Officer and Executive Director.
- Advise Executive Director and program leadership on compliance and quality conduct issues.
- Oversee internal investigations of alleged violations of ethics and compliance standards.
- Work with Corporate Compliance and Quality, legal counsel, and outside consultants, when approved, in conducting more details investigations and reviews, as necessary.
- Guide the Executive Director and program leadership in taking prompt corrective actions in response to identified concerns or problems, as well as preventative actions where potentials for concern are identified.
- Oversee work plans and corrective action plans, ensuring effective planning and monitoring for completion and outcome.
- Oversee Performance Improvement planning, meeting, and activities within the program, by serving as Chair of the Committee.
- Direct preparation for external reviews and external reporting of incidents.
- Supports the Quality Management Committee and Corporate Compliance Committee by providing information and reports to corporate leadership.
- Manage the client rights grievance process, and serve as the clients’ Civil Rights Coordinator.
- Participate in remote quality monitoring through security cameras.
- Track all licenses, certifications, and accreditation schedules and copies of reports.
- Carry out additional duties as assigned by Corporate Compliance & Quality.
- Serve as HIPAA Privacy Officer for the program.
- Serve as the PREA Compliance Manager.

SKILLS & ABILITIES
Education: Bachelor’s Degree in human service related field; Master’s degree highly preferred
Experience: Experience in Behavioral Health service delivery; experience in a Compliance/Quality role highly preferred.
Computer Skills: Microsoft Office (Word, Excel, PowerPoint) and EMR
Other Requirements: Must pass a criminal background check, physical, drug and TB Test
