Job Summary: 

The Chief Operating Officer (COO) supports the Chief Executive Officer (CEO) in all matters as needed and is responsible for the operational oversight of the Agency.  As a member of the CEO’s executive leadership team and integral in providing vision for strategic planning, manages Human Resources (HR), Facilities Operations (purchasing, procurement, housekeeping, maintenance, and food service), Corporate Compliance and Quality Improvement (QI).  As the COO, provides administrative and reporting controls, procedures, and processes to effectively grow the Agency, ensuring financial strength and operational efficiencies.  The COO is also responsible for Enterprise Risk Management (ERM) practices to identify and assess internal and external risks and then develop processes to minimize or reduce those organizational risks.

Salary Range:

$113,140.56 - $188,567.73/year

FULL JOB DESCRIPTION

Essential Job Duties:

  • Support the CEO in day-to-day leadership and management guidance in promoting the Agency’s mission and core values.
  • Oversee and provide direction and assistance to the executive leaders of the Agency’s support service departments: HR, Facilities Operations, Compliance and QI to engage and inspire employees at all levels while maximizing their performance.
  • Support the executive leadership team with key information and operational analytics to drive a culture of accountability in managing the business.
  • Assist in developing, integrating and driving the mission, business goals, and strategic objectives including new agency initiatives.
  • Responsible for Agency risk management strategies including compliance, operational, strategic, market, and industry.
  • Supervise the organization's risk mitigation and identification process, develop risk data, and formulate strategic action plans to help minimize, manage, and mitigate primary risks and then monitor the progress of these efforts.
  • Implement policies and procedures (P&Ps) to minimize or manage operational risks and assist in the development of departmental P&Ps related to risks.
  • Create and disseminate risk analysis reports and progress reports to different stakeholders, including employees, board members, and executives.
  • Ensure that risk management priorities are reflected in the company's strategic plans.
  • Collaborates with the executive leadership team to develop and implement plans for the successful operational infrastructure, systems, processes, and personnel to meet organizational results.
  • Direct and promote short-term and long-term planning while fostering a success-oriented, accountable environment within the Agency.
  • Support personnel actions by ensuring HR and related functions are properly performed including driving improvements to provide efficient, effective, and compliant HR services.
  • Develop and implement business-focused HR metrics, deliver reliable workforce data with corresponding workforce reporting and analytics.
  • Assure fiscally responsible use of Facilities Operations.
  • Ensure the implementation, monitoring, and evaluation of the Compliance Program for effectiveness and maintain compliance with all governmental and contractual rules and guidelines.
  • Oversight of the Quality Improvement Department to monitor the timely and effective completion of incident investigations and devise strategies in collaboration with Program leaders for the advancement of health, safety, and desired outcomes for the Agency and those people it serves.
  • Assist in the protection of the Agency by ensuring it is legally protected and in compliance with applicable laws and policies.
  • Ensure establishment of internal control processes required to manage and grow the Agency.
  • Provide timely, accurate and complete reports on the operations of the Agency.
  • Participates on board committees, in board meetings, or other agency meetings when applicable.
  • Perform all other job-related duties as assigned by the CEO.

  • Ability to identify agency challenges and implement effective and efficient process improvements along with internal controls.

  • Strategic focused and capable to collaboratively advance the future of the Agency.
  • Establishment of Dashboards and Key Performance Indicators (KPIs) and Key Risk Indicators (KRIs).
  • Experience in presentations to management, committees, or boards.
  • Ability to work collaboratively with external and internal entities to advance the agency’s mission.

Minimum Education Required:  

  • Bachelor’s Degree; Master’s Preferred

Minimum Experience Required:  

  • Sixteen (16) or more years of increasingly responsible administrative experience, at least five (5) of which shall have been in a supervisory capacity with senior nonprofit management experience.
