Description:
Provides the strategic direction for the operations of the planning and development activities of the Planning and Development Department. Implements programs and objectives to ensure the achievement of the organization’s goals for strategic planning, GIS and service planning. Directs the management, coordination and oversight of technical work performed by staff and consulting firms related to various transit plans and projects. Position supervises the Manager of Strategic Planning and Manager of Service Planning and reports to the Divisional Chief Officer.
Essential Functions:
- Responsible for the Planning and Development Department, including strategic planning, GIS services, and service planning and scheduling.
- Supervises the leaders of strategic planning, GIS and service planning staff and associated contract or consulting resources.
- Presents on behalf of the Authority to local, regional, state and federal government agencies, boards, commissions and conferences; works in conjunction with regional planning organizations to accomplish the Authority’s strategic initiatives, vision, mission, and core values.
- Administers department by planning and budgeting; ensures completion and timely submittal of federal, state, and local grants applications and reports; sets goals and standards for the department; oversees and delegates work to department staff; establishes reviews and modifies department policy; resolves employee issues and grievances.
- Plans, directs, controls and coordinates various transit planning activities, establishes and monitors controls to evaluate related performance, takes appropriate actions to correct performance and to adjust programs to meet requirement.
- Monitors performance of work to ensure compliance with contract specifications.
- Analyzes projects to determine status, cost-effectiveness, and makes changes or modifications to ensure compliance with established project objectives.
- Performs technical reviews of projects and prepares technical reports and correspondence.
- Prepares and presents technical reports, progress reports, special studies, and cost estimates to support transportation projects.
- Coordinates projects with local state, regional and federal agencies to ensure compliance applicable standards.
- Remains current on new industry trends, methods and technology.
- Serves as the LYNX Title VI Coordinator.
- Regular and reliable attendance and punctuality is required as an essential function of the position.
- Performs other duties as may be required or assigned.
Required Qualifications:
Bachelor’s degree from an accredited college or university in Planning, Engineering or a related field, plus ten years of experience in a managerial capacity, of which five years must have been in planning and development; or an equivalent combination of related education, training and experience.
Desired Qualifications:
- A Master’s degree and prior experience with mass transit projects
- Held management positions in municipal or public agencies with budget responsibility
- AICP certification
Physical Requirements:
- Close visual acuity to perform an activity such as: viewing a computer terminal and extensive reading.
- Visual acuity to operate a motor vehicle.
- Ability to sit and stand for extended periods of time.
- Ability to bend, stoop, reach, push/pull.
- Ability to verbally express or exchange ideas by means of spoken word.
Knowledge, Skills, and Abilities (KSAs):
- Expertise in transit and planning management principles and practices.
- Knowledge of federal, state and local laws and regulations governing transportation projects.
- Knowledge of FTA policies, procedures and practices.
- Knowledge of applicable regulations and ordinances governing transit authorities.
- Knowledge of transit operations and service delivery.
- Ability to effectively interact with all levels of staff, community leaders, Board members, government representatives, consultants, and LYNX customers.
- Ability to prepare and deliver clear and concise oral presentations and written reports.
- Ability to promote innovation and improvements.
- Ability to exhibit a professional, courteous demeanor.
- Ability to work in a diverse environment.
- Strong leadership skills and the ability to work independently and proactively as part of a team.
- Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.
Work Environment and Special Considerations:
- Works in an office environment.
- Will attend meetings during evenings and weekends as necessary.
- Must possess and maintain a valid Florida driver’s license and safe driving record.
- May need to travel locally and out of state.
- LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.
Cell Phone Use:
- The agency anticipates that the position’s incumbent must be available throughout the workday and, on some occasions, after regular work hours. Therefore, as a condition of employment, the incumbent will be issued a cell phone and must adhere to the agency Cell Phone Use Policy.
Rate will be determined by the qualifications of candidates who exceed the minimum requirements.
