IT Program Manager

Koniag Management Solutions, a Koniag Government Services company, is seeking an experienced IT Program Manager to oversee critical national security programs and lead technical teams supporting our government client. This senior-level position requires an active Top-Secret clearance with eligibility to obtain SCI access. The role demands excellence in program management, technical leadership, and stakeholder engagement. This position is based in Washington, DC.
Essential Functions, Responsibilities & Duties may include but are not limited to:
The IT Program Manager will serve as the primary liaison between the government customer and contractor staff, ensuring delivery excellence across multiple concurrent projects. Key responsibilities include:
- Develop and maintain Program Management Plans (PMP) and Integrated Master Schedules (IMS)
- Manage contractor staff and coordinate subcontractor activities
- Provide strategic guidance and technical oversight for complex IT initiatives
- Lead requirements gathering, analysis, and solution development
- Oversee incident management and technical support operations
- Develop and maintain staffing plans and emergency call rosters
- Coordinate cross-functional teams across IT Infrastructure, Cybersecurity, and Operations
- Generate regular status reports and technical documentation
- Manage project budgets, schedules, and resource allocation
- Ensure compliance with ITIL framework and processes
- Serve as technical subject matter expert for classified systems
Education and Experience:
Required:
- Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related technical field
- Minimum 10 years of related IT program management experience
- Minimum 4 years in a supervisory role
- Active Top Secret clearance with ability to obtain SCI
Required Skills and Competencies:
- Current CISSP, ITIL, and PMP certifications
- Strong experience managing classified IT infrastructure and systems
- Proven track record of successful program delivery in federal environments
- Excellence in stakeholder management and communication
- Deep understanding of federal IT security requirements
- Experience with ITIL framework implementation
- Expertise in program management tools and methodologies
- Strong technical writing and documentation skills
- Ability to manage multiple concurrent projects
- Experience with classified systems and environments
- On-call availability as required
Desired Skills and Competencies:
- Master's degree in related field
- Additional security certifications
- Experience with classified network architecture
- Knowledge of federal acquisition processes
- Experience with systems engineering
- Familiarity with SCIF operations
- Prior military or intelligence community experience
