Project Manager

Koniag Professional Services, is seeking an experienced Project Manager to lead and oversee complex projects within the human services and public health sectors. The ideal candidate will have a strong background in early childhood service delivery, exceptional leadership abilities, and proven experience managing cross-functional teams. This role requires someone who excels in stakeholder management, demonstrates analytical thinking, and can successfully drive projects from inception to completion while maintaining budget integrity. The Project Manager will play a crucial role in ensuring our government clients receive high-quality deliverables that meet all contractual requirements and timelines.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Project Manager will be responsible for planning, executing, and finalizing projects according to strict deadlines and within budget. Principal responsibilities include:
- Lead project planning, implementation, monitoring, control, and closing phases for complex initiatives within human services or public health sectors
- Develop and maintain detailed project plans, schedules, and budgets to ensure on-time, on-budget delivery
- Coordinate and collaborate with multiple external partners, stakeholders, and cross-functional teams to achieve project objectives
- Establish and implement project governance structures, communication protocols, and reporting mechanisms
- Analyze, aggregate, and act on data from multiple sources to inform project decisions and course corrections
- Identify, assess, and mitigate project risks and issues
- Manage resource allocation and utilization to optimize project performance
- Lead and mentor project team members, providing guidance, feedback, and performance evaluations
- Prepare and present comprehensive project status reports to senior management and stakeholders
- Apply both traditional project management and Agile methodologies as appropriate for different project requirements
- Continuously identify and implement process improvements to enhance project delivery efficiency
- Ensure compliance with all contractual requirements, standards, and organizational policies
- Foster a collaborative team environment that promotes innovation and excellence
- Manage project scope and implement change control processes when necessary
- Develop and maintain project documentation throughout the project lifecycle
Requirements:
- Strong interpersonal skills with demonstrated ability to collaborate effectively with multiple external partners
- Clear and diplomatic oral and written communication abilities
- Advanced analytical skills with the ability to aggregate and interpret data from multiple sources
- Proven track record of successfully managing and improving multi-faceted projects
- Proficiency with project management software and tools
- Excellent skills in projecting project timelines and delivering products accordingly
- Ability to effectively lead and motivate diverse teams
- Strong problem-solving capabilities and decision-making skills
- Exceptional organizational and time management abilities
- Experience with federal contracting and compliance requirements
- Ability to manage competing priorities in a fast-paced environment
- Skilled in conflict resolution and negotiation
- Proficiency with Microsoft Office Suite and collaboration tools
- Ability to obtain and maintain required security clearances
Desired Skills and Competencies:
- Master's degree in a relevant field
- Proficient in Spanish
- Project Management Professional (PMP) certified
- Certified and experienced in Agile methodologies
- At least five years of experience as staff in a Head Start program
- Additional certifications in specialized areas (e.g., PMI-ACP, PRINCE2, Six Sigma)
- Experience working with federal health and human services agencies
- Knowledge of early childhood development programs and policies
- Experience with change management methodologies
- Familiarity with quality management systems and continuous improvement processes
- Knowledge of relevant regulatory requirements in human services/public health
- Experience with strategic planning and implementation
- Background in program evaluation or outcomes measurement
- Experience with stakeholder engagement and community outreach
- Knowledge of grant management and reporting requirements
- Experience working in culturally diverse environments
- Project Management Professional (PMP) certification
- Agile methodologies certification (such as Certified ScrumMaster, SAFe Agilist, or equivalent)
- Minimum of seven years of project management experience (ten years preferred)
- At least three years of experience with human services or public health organizations, with preference for early childhood service delivery
- Three years of progressive supervisory management experience
- Demonstrated experience in budget oversight and management
Education:
- Bachelor's Degree from an accredited university/college in Business, Public Administration, Public Health, Human Services, or related field
