Koniag Professional Services (KPS) currently has an opening for an Acquisition Intelligence Analyst in the Acquisition Integration and Interoperability (AI2) Office of the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). The successful candidate will provide support in analyzing and interpreting acquisition policies, regulations, and procedures relevant to digital and artificial intelligence initiatives. The candidate will assist the AI2 Office in supporting DoD Command and Control oversight of capability development and program activities, to include ensuring all pre- and post-acquisition activities comply with applicable federal law, regulations, and DoD directives. They will also assess contracting strategies, provide guidance and recommendations on contracting approaches, and support policy updates or reforms to defense contracting regulations.

Responsibilities: 

  • Analyzes federal acquisition intelligence policies, regulations, directives, and guidelines related to command and control, data, digital, and artificial intelligence acquisitions, ensuring understanding and compliance within the organization.
  • Provides intelligence guidance and support to acquisition professionals, project managers, and stakeholders on potential threats to systems, technologies, and operations, both current and future capabilities of adversaries.
  • Interprets and applies acquisition intelligence policies to inform decision-making processes, procurement strategies, and contract actions for portfolio managed capabilities.
  • Maximizes the productivity of the DoD PPBE process through proactive analysis of financial guidance and strategy documentation as it pertains to Joint programs and other relevant efforts.
  • Develops and maintains a Future Years Defense Program (FYDP) spend plan for Joint acquisition activities and/or integrated programs.
  • Supports intelligence-based requests for information by the Director of the Cost Assessment and Program Evaluation (CAPE) office. Such support will also take the form of drafting Issue Papers and collecting the necessary technical information and cost estimates to provide constructive feedback.
  • Conducts research and stays abreast of changes in acquisition laws, regulations, and industry best practices, providing recommendations and updates to stakeholders as needed.
  • Supports the preparation and submission of acquisition-related products, presentations, and meeting summaries for AI2 supported acquisition intelligence related activities, to include the standing Acquisition Intelligence Division Intel Review, Capabilities Portfolio Management Reviews, and other AI2-facilitated engagements.
  • Collaborates with legal, procurement, and program management teams to develop and implement cost-informed acquisition strategies that mitigate risk, promote efficiency, and support project objectives.
  • Participates in the development and implementation of acquisition training programs, workshops, and materials to enhance understanding and proficiency in acquisition policy compliance.
  • Prepares documentation review for various documents, including acquisition, other program documents, technical papers, and correspondence. Ensure documents are prepared in the correct format and are free from grammatical errors.
  • Assists other team members in their tasks and initiatives to accomplish the overall mission.

Requirements:

  • 10+ years of experience
  • Extensive knowledge and experience with federal acquisition intelligence policies, regulations, directives, and guidelines.
  • Experience in government contracting, knowledge of the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement, and experience in support of a program office will be crucial to enabling the AI2 Office’s support to command and control capability development efforts.
  • Experience providing guidance and support to acquisition professionals, project managers, and stakeholders on compliance issues, policy interpretations, and best practices related to command and control, data, digital, and artificial intelligence acquisitions.
  • Experience preparing acquisition and acquisition intelligence related reports, certifications, and documentation for submission to regulatory agencies and oversight bodies
  • Experience reviewing acquisition documentation, including solicitations, contracts, intellectual property, and task orders, to ensure alignment with applicable policies, requirements, and standards.
  • Strong organizational, project management, and problem-solving skills with impeccable multi-tasking abilities
  • Ability to uphold a strict level of discretion and confidentiality
  • Ability to take a complex intelligence discussion and translate that information into actionable information for senior government officials.
  • Highly motivated professional and capable of managing a demanding workload while prioritizing and managing competing priorities
  • Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.
  • Advanced MS Word and PowerPoint skills; proficient MS Teams, Excel, and Outlook application skills
  • Ability to work both independently and as part of a team.
  • Bachelor’s Degree in a related discipline or field
  • Acquisition Intelligence Career Occupation Program (AICOP) credential preferred.

Education: 

  •  Bachelor’s Degree in related field.

Security Pre-Requisite: 

  •   To be considered, must have a Current/Active TS/SCI security clearance
