SOMA RISE is a 24/7 sobering center for adult individuals who may be experiencing a substance use related crisis or need a safe place to calm down. SOMA RISE offers a welcoming, compassionate, trauma-informed, culturally attuned, and user-responsive space that focuses on the principles of harm reduction and radical hospitality. Our emphasis is on supporting people at increased risk of substance use-related high-risk behaviors and trauma, homelessness, and death due to overdose. The team works to engage participants and to make appropriate referrals for health, housing, SUD treatment, etc. Priority will be given to clients’ safety, and all staff will be trained in Overdoes (OD) Prevention, Recognition, Response and Narcan Administration.
The Program Supervisor II is a member of the SOMA RISE Management Team, is responsible for the overall operations during assigned shifts, and provides direct supervision to employees. The Program Supervisor II ensures that all aspects of the program are functioning optimally to create a safe and welcoming milieu while ensuring that all compliance, safety, and administrative requirements are met. As a part of a collaborative team, working with EMTs, Health Workers, and Safety Monitors, the Program Supervisor II will oversee staff and ensure participant safety and comfort while supporting them in adhering to the participant guidelines of the program. The team works to engage participants in health resources, however great or small.

KEY RESPONSIBILITIES
Management Responsibilities:
- Responsible for the facility's overall operations on assigned shifts under the guidance of the Program Director.
- Lead staff meetings and conduct training as needed to ensure staff are knowledgeable and can perform their duties competently.
- Manage safety protocols and policies to ensure compliance with operational requirements.
- Responsible for managing access to all systems and submitting tickets to EPIC team, EHR team or facilities as needed.
- Guide relationships with SOMA RISE neighbors to ensure good community relations.
- Coordinate and liaise with primary stakeholders to coordinate bidirectional program referrals and relationships, including local first responders, law enforcement, community-based organizations, local businesses, San Francisco Department of Public Health (SF DPH), and others.
- Utilize ‘servant leadership’ philosophy and practices when needed to be able to perform all job duties of all program staff.
- Complete and approve program documentation and assist in connecting our participants to ongoing services, and other issues as they arise.
- Set trauma-informed, harm reduction tone of program setting.
- Oversee operational, IT, and facility needs to ensure proper program functioning.
- Give program tours to community stakeholders under the direction of the Program Director.
- Collaborate with SF DPH, Health Plans and other HR360 leadership to develop and implement initiatives to grow program reach.
Administrative/Compliance Responsibilities:
- Ensure the integrity of documentation and data collection by monitoring reports, matching services between multiple systems, conducting staff training, and conducting internal audits.
- Provide data-driven reports weekly and monthly on program services to continue increasing program capacity.
- Respond to audit requests and participate as part of the command post when audits are conducted.
- Partner with HR360 EHR department to ensure adequacy of internal program IT and EHR resources.
- Maintain current compliance binders in a secure, accessible location.
- Responsible for submitting critical incident reports in a timely manner to the appropriate channels
- Demonstrate healthy COVID transmission prevention behaviors (wearing appropriate PPE and practice physical distancing), observe and monitor participants, and support those participants in meeting their needs in accordance with the program.
Supervision Responsibilities:
- Assist in hiring, onboarding, training, and supervising a team of health workers, EMTs, safety navigators and janitorial staff.
- Manage timesheets and schedules to ensure appropriate coverage to operate each shift safely.
- Performance manage staff and provide appropriate support to staff when not performing to the fullest ability.
- Provide consultation and supervision with assigned staff on a regular, on-going basis
- May provide formal clinical supervision to staff to address secondary trauma and compassion fatigue.
Training Responsibilities:
- Conducting training on harm reduction, Narcan use, drug and alcohol, use/intoxication/ withdrawal, customer service, trauma-informed care, team-based care, anti-stigma, crisis management and de-escalation and other related topics.
QUALIFICATIONS
Education, Certification, and Experience
- A High School Diploma or equivalent + 4 years of equivalent work experience + an AOD, BBS or EMT credential.
OR
- A bachelor’s degree.
- A minimum of 5 years of supervisory experience.
- Data Analytics and reporting experience.
- Experience mentoring frontline harm reduction staff.
- 2+ years of direct harm reduction services (e.g., syringe access, drop-in, outreach, health engagement) preferred.
- Experience in crisis intervention and overdose reversal preferred.
- Experience mentoring frontline harm reduction staff preferred.
- Familiarity with community resources and systems of care in San Francisco preferred.
