Job Title: Senior Property Manager
Division: Multifamily - Affordable Housing
Status: Exempt
JOB SUMMARY: We are seeking a highly motivated and experienced Senior Property Manager to oversee the operations of our affordable housing properties. The ideal candidate will demonstrate a strong ability to manage staff, ensure compliance with regulations, address resident concerns, and interact effectively with county officials and ownership.
ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following but are not limited to the job specifications contained herein. Additional duties or job functions that can be performed safely may be required as deemed necessary by Harbor Group Management Company.
Staff Management:
- Supervise and mentor property management staff, ensuring that team members are trained, motivated, and effectively executing their roles.
- Conduct performance evaluations and provide ongoing feedback to support staff development.
Regulatory Compliance:
- Ensure compliance with all federal, state, and local laws governing affordable housing and tax credit property programs, including Virginia Housing regulations and Fair Housing laws.
- Oversee the completion and timely submission of all required reports and documentation related to compliance, ensuring that all activities meet the necessary regulatory standards.
Resident Relations:
- Foster a positive community environment through effective communication with residents regarding their concerns and needs.
- Organize and facilitate regular resident meetings to address issues, communicate updates, and encourage resident involvement in community activities.
Operational Oversight:
- Develop and implement operational policies and procedures to improve efficiency and enhance resident satisfaction.
- Monitor property budgets, manage expenditures, and ensure financial goals are met.
Interdepartmental Coordination:
- Liaise with county officials to address regulatory issues, property inspections, and community partnerships.
- Collaborate with ownership to provide updates on property performance, resident feedback, and potential areas for improvement.
Communication and Reporting:
- Maintain open lines of communication with direct supervisors and ownership, providing regular updates on property performance, challenges, and successes.
- Prepare detailed reports and data analysis for ownership review and strategic planning.
Crisis Management:
- Respond promptly to demanding situations and resident complaints, effectively resolving issues to maintain resident satisfaction.
- Develop and implement strategies to prevent emergencies and address potential issues before they escalate.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. - Bachelor’s degree in Business Administration, Property Management, or a related field preferred.
- Minimum of 5 years of property management experience, with at least 5 years in a supervisory capacity in affordable housing or tax credit properties.
- Experience with MRI Affordable Plus is preferred but not required.
- Relevant certifications such as Low-Income Housing Tax Credit (LIHTC) certification, Certified Property Manager (CPM), or similar are a plus.
- Strong knowledge of regulations governing affordable housing and compliance requirements.
- Excellent leadership, communication, and interpersonal skills.
- Proven ability to manage multiple priorities and meet deadlines in a fast-paced environment.
- Proficiency in property management software and Microsoft Office Suite.
