What you will do:
We are looking for a CHIEF FINANCIAL OFFICER who can help shape our vision and support our mission. Here is what the position will look like.
Executive Responsibilities:
- In partnership with the CEO and peers, creates, modifies, and implements the organization’s vision, mission and strategy. Leads company’s short-term and long-term strategy for financial stability, operational excellence, health transformation and company culture. Communicates, on behalf of the company, with stakeholders, government entities, the public, and employees.
- Develops business plans and manages resources in alignment with CEO, Board of Directors, and peers to ensure the company reaches its targets and operates efficiently and effectively.
- Builds high performing teams with vision, leadership, goals and metrics. Serves as a role model for team members; takes action and inspires team members to embrace and implement culture initiatives. Demonstrates a strong work ethic in action and words. Provides awareness to Directors, department leaders and staff how their work impacts other departments, programs and the enterprise. Leads with integrity and ethics and holds self and team members accountable for achieving outstanding results and demonstrating core values.
- Responsible for all management functions including hiring, training, planning and directing work, coaching and staff development, managing and evaluating performance, recognizing and rewarding employees, corrective action procedures and practices, addressing complaints and resolving problems. Responsible for approval and management of department budgets and participates in the development of the overall company-wide budget.
- Works closely with Executives and Directors across the organization to make strategic and operational decisions that advance company strategies and goals and collaborates to deliver on company-wide deliverables/requirements.
- Oversees/leads corporate level projects and continuous improvement initiatives across multiple areas in the organization and/or cross-functional teams.
- Represents organizational strategy in public forums and with key stakeholders to strengthen and build relationships. Consistent with organizational direction, works to shape policy and potential partnerships to advance strategic priorities.
- Oversee the development and implementation of multiple department policies and procedures to ensure compliance with federal, state, local and company policies, rules and regulations, and best business practices.
Job Specific Responsibilities:
- Through direct and indirect management, leadership and oversight of the Company’s financial directors, managers and staff, the CFO is responsible for the overall Company’s financial position, stability, and ability to innovate and diversify, and the operations, responsibilities and outcomes of the Accounting, Budget, and Financial Planning and Analysis Departments.
- Responsible for ensuring a thoughtful and regulatory-compliant investment policy for the Company’s funds and solid internal controls over the expenditure of those funds.
- Ensures monthly, quarterly and annual financial statements are prepared in compliance with generally accepted accounting principles for insurance companies (Statements of Statutory Accounting Principles or SAAP). Ensures required financial statement audits and other financial audits occur and that any audit issues are resolved.
- Ensure that all required tax returns are prepared accurately, timely and are submitted to the Internal Revenue Service. Includes not-for-profit and for-profit returns.
- Responsible for the accurate preparation and timely filing of financial reports that are required to be submitted to the State’s regulatory agencies and other parties, as necessary.
- Responsible for financial planning, which includes the ability of the Company to meet its current obligations as well as the ability to expand on current business and/or expand and diversify into other business ventures, while maintaining long-term financial stability.
- Oversee the preparation of the annual budget, mid‐year modifications and the subsequent reporting of actual verses budget financial information. Ensures that company management for all Companies is aware of the implications of financial decisions on the budget and what related restrictions exist.
- Provides monthly presentations to and ad-hoc interactions with the Finance, Audit and Compliance Committee of the Board regarding the Company’s financial condition for all companies, periodic compliance updates, and other financial related issues. Presents the annual budget to the full Board of Directors, and other Board financial presentations as requested, including Board member orientations and individual Board member interactions as requested.
- Negotiates with individual providers and/or groups of providers to develop, implement and evaluate alternative provider reimbursement models. This includes sub-capitation, reinsurance, pre-payment, enhanced quality payment, payment corridor and risk sharing models. Also negotiates with providers on the settlement of payment disputes. Participate in these negotiations when they are difficult or complex, and staff are unable to conclude.
- Serves as lead contact with external regulatory agencies such as the Division of Insurance and the Department of Health Care Policy and Financing on all financial aspects of the Company’s business and compliance. Includes rate setting and any associated risk sharing or corridor models, financial settlements, regulatory compliance of new business initiatives, and compliance of existing business operations.
- Represents the Company at an Executive and Financial Management level in a variety of external settings.
- Responsible for the production and distribution of additional financial reports, modeling and analysis, including but not limited to IBNR, risk settlement calculations, rate determinations and analysis, internally and to external providers.
- Provides internal business consulting on a wide variety of issues, initiatives and special projects, and with a wide variety of Company staff. Participates in internal Steering Committees on a wide variety of Company initiatives. Oversees compilation of a variety of special financial reports.
- Responsible for the measurement and effectiveness of all internal and external financial processes. Provides timely, accurate and complete reports on the operating condition of the company, including measuring effectiveness of internal and external financing processes.
- Collaborate with the CEO-direct reports team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to achieve business goals and objectives.
- Maintains/oversee signing authority for contracts and disbursements as needed.
- Performs other duties as assigned by the President and CEO.
What you will bring:
Education: Bachelor’s degree in accounting, Finance or closely related area. An equivalent combination of experience and/or education may substitute with a preference for fifteen years progressive relevant work experience.
Experience: Minimum of ten years’ experience in accounting, finance and financial reporting and analysis, with a minimum of five years in a healthcare organization, preferably an HMO. Requires a minimum of seven years supervisory/management experience, with at least two years’ experience at an executive level.
Knowledge, Skills, and Abilities: Extensive knowledge of insurance and corporate generally accepted accounting principles required. Must have extensive experience with the provision of, and leadership, in public sector health services. Requires advanced knowledge of managed care concepts, provider reimbursement and claims payment, and health care delivery systems. Significant knowledge of the local systems of care, community organizations, governmental agencies, and the leadership of these organizations is highly desirable. Must be sensitive to the workings of these organizations and have the ability to negotiate complex political environments. Cultural competency with groups that are significantly represented in the membership of Colorado Access and the community at large will be an important plus in the position. Strategic business planning, change management, people management and project management skills required. Demonstrates support for the company’s mission, vision and values. Position requires excellent written and verbal communication skills with strong public speaking skills to present management and financial information in a credible and professional manner to both internal and external stakeholders. Strong interpersonal and relationship building skills; ability to develop strategic partnerships both internally and externally. Strong leadership skills required including team development, mentoring and coaching, and personnel management. Must be able to work effectively with multiple levels of staff. Will be required to manage multiple priorities and projects with tight deadlines. Strong computer skills in MS office products and accounting software required.
Licenses/Certifications: CPA preferred. A valid driver's license and proof of current auto insurance will be required for any position requiring driving.

Pay, Perks and Benefits at Colorado Access:
The compensation for this position is $319,200.00 - $352,800.00 annually. Colorado Access has provided a compensation range that represents its good faith estimate of what Colorado Access may pay for the position at the time of posting. Colorado Access may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate’s sex or any other protected status.

Where you will work:
This position will be a hybrid model work environment, a blend of ‘In-Office’ and ‘Remote.’
