Personnel Security Assistant
SpecPro Facility Solutions, LLC (SpecPro FS) is seeking a highly skilled Personnel Security Assistant to support background security investigations for the U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement’s (BSEE) Security Branch (SB). This role involves providing departmental assistance related to the personnel security and HSPD-12 badging by ensuring accurate and timely processing of security clearance and maintaining appropriate documentations on granting security clearances to USAccess, DOIAccess and Defense Counterintelligence and Security Agency (DCSA) security systems. Duties/Responsibilities:
- Initiate Public Trust and National Security Clearance Investigations and other employee and contractor background investigations for the Bureau and other fee-for-service client in NBIS/eAPP.
- Serve as the primary point of contact with security offices and provide advice and assistance to selectees and employees throughout the background investigation process.
- Provide access to selectees and serviced employees to the eAPP system and ensure it is completed by the employees/applicants.
- Monitor the status of background investigations, maintain spreadsheets of ongoing investigations, and handle returned investigations.
- Provide appropriate forms, answer questions, identify controversial issues or problem areas and present these issues to the Security Branch for resolution.
- Provide personnel security program assistance to the Bureau’s Personnel Security Specialists regarding suitability factors, proper completion of investigative forms and criteria for determining position sensitivity designations.
- Perform Requester role in the USAccess and the DOIAccess systems as outlined in the current GSA PN Credential User (PCD Operations Plan for all applicants and employees).
- Liaise with the DCSA, DOI’s Office of Law Enforcement and Security, as well as other DOI or federal government agencies in assistance to the Bureau’s security administration mission.
- Ensure all processes adhere to the requirements established by the NIST and all services performed are carried out in a consistent and reliable manner in accordance with Federal policies and procedures.
- Responsible for recommending, developing, and implementing new procedures to foster the efficiency and effectiveness of the HSPD-12 and eAPP personnel security program within the office.
- Maintain and provide statistical reports and spreadsheets related to security.
- Resolve problems related to security and suitability, provide advisory services regarding the security and badging processes, and bring unfamiliar or hard to resolve issues to the attention of the Project Manager.
Required Skills/Abilities:
- Ability to effectively use the eAPP initiation and review functions, PIPS, CVS applications administered with the DCSA Portal, and the Defense Information Security System (DISS).
- Comprehensive working knowledge of the regulations, policies, principles, and procedures of the personnel security program and ability to interpret and apply such guidelines within existing security program activities.
- Ability to analyze and evaluate security information in accordance with guidelines and recommend changes or modifications to ensure compliance with regulations.
- Exceptional communication skills to interact effectively with customers and to present oral and written reports to officials of the DOI and other agencies.
- Ability to identify root causes, develop solutions, and implement corrective measures related to security and suitability.
- Commitment to superior quality as it pertains to each work product including assurance of accuracy, clarity, consistency to requirements, format, and timeliness.
- Ability to manage confidential Government records with discretion.
- Capable of utilizing Microsoft Outlook, Word, Excel, PowerPoint, and Adobe Acrobat at a minimum in order to prepare statistical information and analysis.
- Must already have an in-scope, favorably adjudicated National Security Investigation at the Tier-3 level or higher.
Education and Experience:
- Bachelor’s degree in national security, homeland security, information systems/technology, or a related field.
Equivalent experience may be considered.
- Minimum 5 years of experience working in a security related role.
- High level of personnel security procedural knowledge.
Physical Requirements:
- Ability to perform desk work for extended periods, including sitting and using a computer.
- Requires sufficient vision, hearing, and manual dexterity to perform related tasks.

Work Environment:
- Primarily operates in a temperature-controlled office setting with frequent use of electronic office equipment, reviewing documents, managing files, and performing administrative tasks related to personnel security investigations.
